This time we're looking at D'Tiara Residence, an affordable housing project launched in Teluk Kumbar by Wisma Dayamas, part of GSD Land. It is a 25-storey block, and all 230 units are three-bedroom layouts of around 700 sqft, freehold, priced at a flat RM300,000. The project sits right beside the same developer's D'Starlingtton, and it isn't far from Penang International Airport or the planned Silicon Island. Teluk Kumbar as a whole has had a fair bit of new development brewing over the past few years. This post pulls together the project basics, the facilities, and the points affordable housing buyers need to watch.

▎Location

➜ Teluk Kumbar, the southern end of the island near the airport

D'Tiara Residence is in Teluk Kumbar, around Cangkat Bukit Belah 2, across the road from the same developer's D'Starlingtton. From here it is about a 5-minute drive to Penang International Airport, and the Tun Dr Lim Chong Eu Expressway connects quickly to the Bayan Lepas Free Trade Zone, the Queensbay area and George Town, so getting around is relatively easy.

➜ What's around, and where the area is heading

Within walking distance or a short drive you will find schools such as SJK(C) Chong Cheng, SK Mutiara Perdana, SMK Sungai Ara and SMJK Heng Ee, plus Pantai Hospital Penang, Sunshine Square, the wet market and KFC for everyday needs. Worth noting: the planned Penang Silicon Island sits just offshore from Teluk Kumbar. If Silicon Island keeps moving forward, infrastructure and plans such as the LRT in this area may follow, which is a positive long-term catalyst for people already living here.

➜ About the developer

D'Tiara Residence is developed by the GSD Land group, with Loh & Loh as architect. The project has MBPP approval, and both the developer's licence and the advertising and sale permit (APDL) have been obtained, so sales agreements are open now (the APDL runs to 2027). Completion is expected in Q4 2026.

➜Building structure

The project is one 25-storey block. Level 1 holds 14 shoplots, Levels 2 to 3A are car park, Levels 5 to 6 and Level 25 (the rooftop) are facility floors, and Levels 7 to 24 are residential. There are 230 residential units in total, 13 per floor. Only 2 lifts are provided.

➜ Unit specifications

All layouts (Type A/B/C/D) are around 700 sqft (65-67 sqm), with three bedrooms, two bathrooms, a balcony and a kitchen and dining area. Some Type A and Type D units are about 710 sqft (66 sqm), and the 12A unit of Type C is about 721 sqft (67 sqm). The price is a flat RM300,000 across the board. Ceiling height is 9.7 feet.

➜ Car parks and maintenance fee

Each unit comes with 1 car park. Buyers who want an extra bay pay RM30,000 on top (cash or cheque only, it cannot be folded into the loan, and it must be settled before keys are handed over). The maintenance fee is estimated at about RM200 a month, sinking fund included.

➜ Price and what buyers should know

The price is a flat RM300,000 including one car park, with no rebates and no free legal fee packages. Every related cost, including SPA legal fees, loan legal fees, stamp duty and the MOT, is borne by the buyer. This is fixed affordable housing pricing, so budget for the full set of legal fees when you work out what it really costs. The booking fee is 1%, or RM3,000, and the first 10% is payable on signing the SPA.
