Lightwater Residences @ Gelugor


Penang has had no shortage of waterfront megaprojects these past few years, but very few reach the scale of The Light City, a single integrated development that folds a convention centre, malls, hotels, offices and homes into one place. Lightwater Residences sits at the heart of that 152-acre masterplan, right beside the Penang Bridge approach. What we came to understand on this visit: what it is actually like to live in a luxury home inside an integrated development, and why its pricing sits near the top of Penang's new launch market.

▎Location


➜ Beside the Penang Bridge, at the core of The Light City


The project sits inside The Light City in Gelugor, right next to the Penang Bridge approach, and forms the core of Phase 2 of the wider The Light Waterfront Penang masterplan (152 acres, built out in three phases). Within walking distance are the Penang Waterfront Convention Centre (PWCC), The Waterfront Shoppes (over 1.5 million sqft of retail across both phases), plus international hotel brands and office towers. Amenities here are not nearby - they are literally downstairs.

According to the developer, one of the 27 stations on the Bayan Lepas LRT Line will sit at the entrance to The Light City, which would make commuting a lot easier down the road. The line is still in the planning and construction stage, though, so check with the developer or official channels for the latest on when it actually opens.

Lightwater Residences is developed by IJM Perennial Development Sdn Bhd, a joint venture between IJM Corporation Berhad and Singapore's Perennial Real Estate Holdings Private Limited. IJM is a long-established Malaysian group listed on Bursa Malaysia, with businesses spanning construction, property development, manufacturing and infrastructure concessions, and operations in 8 countries. Perennial is a Singapore integrated real estate and healthcare group with projects in China, Singapore, Malaysia, Indonesia, Myanmar, Sri Lanka and Ghana, and a combined property portfolio of roughly 68 million sqft. A local-plus-Singapore-capital pairing like this is fairly rare among Penang launches, and it is a plus for the project's financial muscle and ability to deliver. On build quality specifically, we would still suggest walking through the completed Phase 1 homes at The Light City as your reference point.

➜ Layouts and pricing


Two towers of 34 storeys (Tower A and B), with residential floors starting from Level 7 and just 5 units per floor, for 262 units in total. Layouts run from 1,152 sqft (Type A/A1/A2, 3-bedroom) up to 3,186 sqft (Type E1/E2, a top-floor home with 5 bedrooms plus a maid's room and a study), with the 3-bedroom B/B1/B2/B3/C series at 1,410 to 1,690 sqft and the 4-bedroom D1/D2 at 2,454 sqft in between. On price, the latest internal materials (updated March 2026) put the entry point at around RM2,055,000, which is firmly in the upper bracket for a Penang new launch. The developer is currently offering cash rebates on selected Type A2, A and A1 units; talk to us for the current package.


➜ Construction progress


Currently at Stage 2A, targeted for completion in Q1 2029. Construction is at Stage 2A, which is due to wrap up shortly. Delivery overall is set at 48 months from the signing of the first sale and purchase agreement, putting target completion at Q1 2029 - close to three years out. That makes this an early-to-mid stage project, so there is still decent choice on layout and floor level, but buyers should plan for a long wait before handover.

▎Facilities


➜ An all-ages facility deck on Level 6 + a private clubhouse on Level 25


The facilities sit on two floors with completely different briefs. Level 6 is the all-ages deck, split into four themed zones: entertainment, wellness, shared and quiet. Indoors there is a media room, music room, gym, multipurpose hall and reading room; outdoors, an Olympic pool, wading pool, lavender garden, children's playground, BBQ pavilion and a mist garden. It is built for everyday family use. Level 25 is where the real differentiator sits - a Sky Club / Sky Villa private clubhouse concept with a whisky lounge, cigar room, private banquet hall, sauna and jacuzzi. It reads like a members-only lounge, and you do not see that kind of facility list in many Penang condos.
